Guangzhou traffic order rectification, investigate and deal with 65 thousand cases! Guangzhou strictly investigates the traffic violations of electric bicycles in the takeaway industry.
On July 29th, Guangzhou Traffic Police, together with relevant units, district governments, district public security bureaus and other departments, launched a unified city-wide campaign of "Cotton Tree Jianfeng" to strictly investigate the traffic violations of electric bicycles in the take-away industry. According to statistics, since the beginning of this year, Guangzhou traffic police have investigated and dealt with 65,000 traffic violations of electric bicycles in the take-away industry.
At 4 o’clock on the afternoon of July 29, at the intersection of Tiyu East Road on Tianhe Road, dozens of takeaway brothers drove electric bicycles to deliver food in the rain. Among them, a takeaway brother was stopped by the traffic police on duty for running a red light. When asked why he ran a red light, the man said, "I’m in a hurry. I still have two orders to send."
In the traffic persuasion point set aside, the police are combining the "five-choice-one" law enforcement mode (that is, fines, copying laws and regulations, volunteering to participate in traffic order maintenance, watching warning videos, and gathering praises from friends) to strengthen the persuasion education of electric bicycle traffic violations.
"The intersection of Tianhe Road Sports East Road is the intersection with the largest flow of people and non-motor vehicles in the city. A zebra crossing with a width of 30 meters is specially set up here." Officer Huang of Tianhe Brigade, Traffic Police Detachment of Guangzhou Public Security Bureau, said that in recent years, with the rapid development of new formats such as take-away, the number of electric bicycles in the take-away industry has increased substantially, and illegal activities such as illegal modification of electric bicycles, disorderly insertion, running red lights, retrograde and not wearing helmets have become increasingly prominent.
According to reports, since March this year, Guangzhou has launched a major traffic order rectification campaign in the city to fully strengthen the comprehensive management of electric bicycles. Guangzhou Traffic Police, together with relevant units, district governments, district public security bureaus and other departments, combined with the "Cotton Tree Jianfeng" city-wide unified action regularly deployed every month, strictly investigated the traffic violations of electric bicycles in the take-away industry.
The data shows that since the beginning of this year, Guangzhou has carried out 35 unified actions, dispatched 35,000 law enforcement forces, and investigated and dealt with 65,000 traffic violations of electric bicycles in the take-away industry. On July 29th, the unified action of the whole city investigated and dealt with more than 300 traffic violations of electric bicycles in the take-away industry.
Guangzhou traffic police said that due to the imperfect trading rules and management mechanism in the take-away industry, the traffic violations of electric bicycles in the industry are serious. In particular, the head enterprises adopt the mode of "special delivery by third-party companies+crowdsourcing by individuals". Because the platform sets the delivery time limit and does not limit the number of orders received, riders frequently go backwards and run red lights in order to avoid overtime fines and pursue maximum benefits.
In recent years, Guangzhou traffic police organized take-away enterprises to hold interview meetings for many times, put forward management requirements, alert enterprises to pay attention to safety management, and consolidate the main responsibility of enterprise safety production by exposing corporate traffic violations, and urge enterprises to strengthen rider management.
Recently, the General Administration of Market Supervision and other seven departments jointly issued "Guiding Opinions on Implementing the Responsibility of Online Catering Platforms and Effectively Safeguarding the Rights and Interests of Take-away Food Delivery Personnel" (hereinafter referred to as "Guiding Opinions"), requiring all platform enterprises to improve the platform order distribution mechanism, optimize the delivery route, reasonably determine the order saturation, strengthen traffic safety education and training, and guide and urge the take-away food delivery personnel to strictly abide by traffic laws.
"Previously, the Guangzhou Municipal Government clarified the lead management department of the takeaway industry, and the municipal market supervision department took the lead in studying and establishing a management mechanism for the takeaway industry with the municipal commerce, municipal transportation and municipal public security departments." The relevant person in charge of the Guangzhou traffic police said that the municipal public security department will cooperate with the municipal market supervision department to study and formulate the management mechanism and measures for the take-away industry and strengthen the standardized management of the take-away industry in light of the relevant requirements of the Guiding Opinions.
