(1) Organization and leadership
In 2020, the district will continuously strengthen the organization and leadership of government information disclosure and improve the working mechanism of government information disclosure. The leading group of district public work has conducted research on the relevant issues of government information disclosure for many times and put forward clear work requirements; The relevant work will be notified in the name of the office of the leading group and arranged and deployed. All 36 district-level departments and 25 towns (streets) in the whole region have set up government information disclosure institutions, defined the leaders in charge and specific staff, and established a working mechanism of "the main leaders take overall responsibility, the leaders in charge personally grasp it, and the competent departments and personnel implement it concretely", which provides organizational guarantee for doing a good job in government information disclosure and further promotes the smooth development of government information disclosure. At the same time, with the help of the Internet social platform, information communication among government information disclosure workers will be strengthened to promote learning and exchange.

In 2020, the district will continue to adhere to the principle of "openness is the norm and non-disclosure is the exception" and strengthen the active publicity work. According to the provisions of Articles 20 and 21 of the Regulations on the Openness of Government Information, and the requirements of Beijing 2020, the portal website of the district government has made public the information of 71 institutions, 64 documents of the district government and departments, 3 planning information, 125 statistical data, 412 emergency management information, 3 recruitment information of civil servants, 193 financial information such as standard information and budget and final accounts of administrative fees. The "double publicity" column of administrative license and administrative punishment released the list of matters and the publicity information of the results; Shunyi District Government Service Network has published information on the basis, conditions and procedures of external management services, administrative licensing, administrative punishment and administrative enforcement. The columns of education information disclosure and medical information disclosure have published policies, measures and their implementation in education and medical care. The columns of food and drug safety information disclosure, safety production disclosure and environmental protection information disclosure announced the supervision and inspection of environmental protection, safety production and food and drug; Information disclosure of major construction projects, shed reform and house expropriation and demolition, social welfare undertakings, agricultural and rural information and other columns announced the approval and implementation of major construction projects, as well as information related to land expropriation, house expropriation, public welfare undertakings, social assistance, implementation of agricultural and rural policies and so on.

Strictly implement the "Regulations on the Openness of Government Information", further standardize the process of disclosure according to the application, strictly control the five links of "acceptance, handling, reply, delivery and filing", and at the same time strengthen communication with applicants to ensure that applications for disclosure of government information submitted by the public are handled according to laws and regulations. In 2020, the region received 920 new applications for government information disclosure, a year-on-year decrease of 23.3%; In the whole year, 913 applications were completed, including 91 applications carried forward from the previous year to 2020, with a completion rate of 90.3%; 98 applications carried forward to 2021. The top five applicants are District Housing and Urban-Rural Development Committee, Yangzhen Town, Houshayu Town, District Development and Reform Commission, and District Market Supervision and Administration Bureau. The application contents mainly involve information on land acquisition, demolition, shantytown renovation, epidemic prevention and control, etc.
(4) Government information management
1. Strengthen the standardization and standardized management of government information resources. For the government information to be released, we should strengthen the standardized management of government information resources, strengthen the source identification of government information disclosure attributes, continue to implement the source management mechanism of official document attributes, combine the procedures for determining government information disclosure attributes with official document circulation procedures and information release procedures, and simultaneously carry out confidentiality review and determine the disclosure attributes while issuing official documents. Increase the intensity of information disclosure review, according to "who is in charge and who is responsible; Who is open, who review "principle, confidential review of government information to be disclosed, to avoid information disclosure and leakage caused by government information disclosure. Ensure that the government information is voluntarily disclosed within the prescribed time limit, and the government information that belongs to the scope of voluntary disclosure shall be disclosed in a timely manner within 20 working days from the date when the government information is formed or changed.
2. Timely and accurate disclosure of government information and active disclosure of relevant information in the full list. According to the relevant requirements of the municipal level, all relevant units in this district released the adjusted and improved Full List of Active Disclosure of Government Information on the website of the district government on August 20th. The full list covers 3,431 public directories, including all government information that the administrative organs in this district should voluntarily disclose, and defines all disclosure elements such as specific responsibilities, business matters, information categories, content standards, disclosure forms, and disclosure time limits. The standardization level of grass-roots government affairs openness has been greatly improved. According to the full list standard, all units have publicly released the corresponding information of the full list item by item in a timely manner in the columns such as "Institutional Information" on the homepage of the district government website and "Implementation of the Work of Grass-roots Departments" on the open channel of government affairs, and on platforms such as new government media, and implemented dynamic control and real-time update.
(V) Platform construction

The new version of the district government website has five channels, including homepage, charming Shunyi, open government affairs, interaction between government and people and government affairs service, and 442 columns at all levels. In 2020, a total of 26,663 pieces of information on government affairs, economy and people’s livelihood were released, with a total of more than 81,000 pieces of information, more than 37,000 pictures and more than 100 videos.
2. Complete the intensive integration of urban two-level government information resources and government website platforms. Complete the docking of the two-level "unified government information resource database" in urban areas, the intensive construction of the "district head mailbox" column of the district government website and the transformation of the search function of the district government website, achieve data push and resource sharing with the "unified government information resource database", and realize the functions of unified login, unified user space and "one-stop search" in the whole city.
(6) Education and training
In order to improve the level of government information disclosure, the 2020 Shunyi District Government Information and Government Affairs Disclosure Training Meeting was organized in three batches. The meeting explained in detail the requirements for reporting government information published in the column of government information disclosure on the website of the district government, the matters needing attention in website construction and the whole process specification of government affairs disclosure. At the same time, in our daily work, we will constantly strengthen the details and operational norms of answering applications and answer difficult questions in real time. Combing and summarizing the cases of administrative reconsideration and administrative litigation of information disclosure in the whole region, focusing on the analysis of losing cases, and putting forward solutions to the problems, so as to comprehensively improve the level of information disclosure in this region according to the application.
(seven) supervision and security situation
Citizens, legal persons or other organizations that administrative organs infringe upon their legitimate rights and interests in the work of government information disclosure may complain and report to the administrative organ at the next higher level or the competent department of government information disclosure, or apply for administrative reconsideration or bring an administrative lawsuit according to law. In 2020, there were 53 administrative litigation cases and 82 administrative reconsideration cases related to the disclosure of government information in the whole region, and 8 complaints and reports about information disclosure were received, all of which were handled in strict accordance with the relevant provisions of the Regulations on the Disclosure of Government Information. At the same time, in the district-level government information disclosure hall, a sign of "government information disclosure supervision and complaints" was placed to encourage cadres and the masses to actively participate in supervision and actively reflect the outstanding problems existing in the disclosure process, so as to make the disclosure work more solid and orderly.

In 2020, the District Government Affairs Service Bureau will organize the public assessment of information and government affairs in the district government.
