I. Work Review in 2016
In the past year, China’s development faced severe challenges from the superposition of many contradictions at home and abroad and the intersection of risks and hidden dangers. Under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, people of all ethnic groups across the country have faced up to difficulties and pushed forward with perseverance to promote sustained and healthy economic and social development. The Sixth Plenary Session of the 18th CPC Central Committee formally defined the core position of the Supreme Leader General Secretary, which embodies the fundamental interests of the Party and the people and is of great and far-reaching significance for ensuring the prosperity and long-term stability of the Party and the country. All regions and departments have continuously enhanced their political awareness, overall awareness, core awareness and sense of conformity, made new and important progress in building a well-off society in an all-round way, made major steps in comprehensively deepening reforms, thoroughly implemented the rule of law in an all-round way, and comprehensively and strictly advanced the party. The main objectives and tasks of economic and social development throughout the year were successfully completed, and the 13 th Five-Year Plan achieved a good start.
-the economic operation is slow and stable, and the stability is good. The GDP reached 74.4 trillion yuan, an increase of 6.7%, ranking among the best in the world, and contributing more than 30% to global economic growth. Consumer prices rose by 2%. The profits of industrial enterprises decreased from 2.3% in the previous year to 8.5%, the energy consumption per unit of GDP decreased by 5%, and the quality and efficiency of economic development improved significantly.
-Employment growth exceeded expectations. In 2001, 13.14 million new jobs were created in cities and towns. The number of college graduates seeking employment and starting businesses has reached a new high. At the end of the year, the registered urban unemployment rate was 4.02%, the lowest for many years. In a large developing country with a population of more than 1.3 billion, employment is relatively full, which is very difficult.
-Deepening reform and opening up. Breakthrough progress has been made in reforms in important areas and key links, and structural reforms on the supply side have achieved initial results. New measures have been taken to open up to the outside world, and the construction of the "Belt and Road" has progressed rapidly, and a number of major projects and international capacity cooperation projects have landed.
-Accelerating the adjustment of the economic structure. Consumption plays a major role in economic growth. The added value of service industry accounted for 51.6% of GDP. High-tech industries and equipment manufacturing industries grew rapidly. Agriculture is stable and optimized, and grain is harvested again.
-the development of new kinetic energy has been continuously enhanced. The innovation-driven development strategy was implemented in depth. A number of major international leading achievements have been made in the field of science and technology. Emerging industries are booming and traditional industries are accelerating transformation and upgrading. Mass entrepreneurship and innovation have been widely carried out. The number of newly registered enterprises increased by 24.5% in the whole year, with an average of 15,000 new households added every day. Together with individual industrial and commercial households, various market entities added 45,000 new households every day. New kinetic energy is supporting the development of a new world.
-Infrastructure support capacity continued to improve. The new high-speed railway has been put into operation for more than 1,900 kilometers, and more than 6,700 kilometers of expressways and 290,000 kilometers of rural roads have been newly built and rebuilt. The construction of urban rail transit and underground utility tunnel was accelerated. 21 major water conservancy projects were newly started. 340 million fourth-generation mobile communication users and more than 5.5 million kilometers of optical cable lines were added.
-People’s lives continued to improve. The per capita disposable income of the national residents actually increased by 6.3%. The number of poor people in rural areas decreased by 12.4 million, and the number of people who moved to help the poor ex situ exceeded 2.4 million. More than 6 million sets of shanty towns have been renovated, and more than 3.8 million rural dilapidated houses have been renovated. Domestic tourism has grown rapidly, with more than 120 million outbound tourists, and the living standards of urban and rural residents have improved.
China successfully hosted the G-20 Summit in Hangzhou, which promoted a series of groundbreaking, leading and institutional achievements and left a deep China mark on global economic governance.
Looking back on the past year, the road we have traveled is very unusual. We are faced with the external environment with the lowest growth rate of world economy and trade in seven years, intensified fluctuations in international financial markets, and frequent regional and global challenges. We are faced with multiple difficulties such as prominent domestic structural problems, hidden risks and increasing downward pressure on the economy. We are faced with a complex situation in which reform has entered a critical period, interest relations have been profoundly adjusted, and factors affecting social stability have increased. In this case, it is not easy for the economy to stabilize, and it is even more difficult to see many changes for the better. This shows once again that the people of China have the courage, wisdom and ability to overcome any difficulties and obstacles, China’s economy has potential, resilience and advantages, and China’s development prospects will certainly be better.
Over the past year, we have mainly done the following work.
First, continue to innovate and strengthen macro-control, and keep the economic operation within a reasonable range. Last year, macro-control faced a difficult choice. We insisted on not engaging in "flood irrigation" strong stimulus, but relying on reform and innovation to stabilize growth, adjust structure and prevent risks. On the basis of interval control, we strengthened directional control and camera control. The proactive fiscal policy was intensified, and the increased fiscal deficit was mainly used for tax reduction and fee reduction. We will comprehensively push forward the pilot reform of the camp, reducing the corporate tax burden by more than 570 billion yuan throughout the year, and all industries will only reduce the tax burden. Formulate and implement a transition plan for the division of value-added tax revenue between the central and local governments to ensure that the existing financial resources of local governments remain unchanged. We will expand the stock of local governments in bond swap and reduce the interest burden by about 400 billion yuan. The prudent monetary policy was flexible and moderate, and the broad money M2 increased by 11.3%, which was lower than the expected target of around 13%. Comprehensive use of a variety of monetary policy tools to support the development of the real economy. Implement measures to promote consumption upgrading. Policies such as encouraging private investment have been introduced, and investment has stabilized. Regulate the real estate market by classification. Strengthen the prevention and control of financial risks, further improve the RMB exchange rate formation mechanism, maintain basic stability at a reasonable and balanced level, and safeguard national economic and financial security.
The second is to focus on "three to one, one reduction and one supplement" and improve the supply structure. Focus on the steel and coal industries to reduce production capacity. In the whole year, the steel production capacity exceeded 65 million tons and the coal production capacity exceeded 290 million tons, exceeding the annual target and tasks, and the diverted workers were better placed. Support migrant workers to buy houses in cities and towns, increase the proportion of monetized resettlement for shed reform, and achieve positive results in real estate destocking. Promote enterprise merger and reorganization, develop direct financing, and implement market-oriented legal debt-to-equity swaps, and the asset-liability ratio of industrial enterprises has declined. Focus on promoting enterprises to reduce costs, introduce measures such as reducing taxes and fees, reducing the proportion of "five insurances and one gold" payment, and transferring electricity prices. Intensify efforts to make up for shortcomings and handle a number of major events that are urgently needed and beneficial to the long term.
Third, vigorously deepen reform and opening up, and further enhance the vitality of development. Deepen reform in an all-round way and launch a number of landmark and pillar reform measures. Focusing on handling the relationship between the government and the market, the core issue of economic system reform, we will continue to promote the reform of decentralization, the combination of decentralization and management, and the optimization of services. On the basis of completing the goal of reducing administrative examination and approval items by one third in advance, last year, 165 examination and approval items implemented by the State Council departments and their designated places were cancelled, and 192 examination and approval intermediary services and 220 professional qualification licensing items were cleared and standardized. Deepen the reform of the commercial system. Fully implement "double randomness and one openness", enhance the effectiveness of post-event supervision, and promote "Internet+government services". Promote the adjustment and reorganization of state-owned enterprises and the reform of mixed ownership. Establish a fair competition review system. Deepen the reform of resource tax. Improve the method of "separation of powers" in rural land and establish a poverty exit mechanism. Promote the reform of science and technology management system, expand the autonomy of universities and research institutes, and introduce distribution policies oriented to increasing knowledge value. Liberalize the aged care service market. Expand the pilot of comprehensive reform of public hospitals and deepen the reform of the examination and approval system for drugs and medical devices. We will formulate a unified registration method for natural resources, carry out pilot projects such as vertical management of monitoring, supervision and law enforcement by environmental protection agencies below the provincial level, and fallow reform of cultivated land rotation, fully implement the river length system, and improve the compensation mechanism for ecological protection. Reform has added new impetus to economic and social development.
Actively expand opening up. Promote the construction of the "Belt and Road" and strengthen strategic docking and pragmatic cooperation with countries along the route. The RMB has been formally incorporated into the IMF’s SDR currency basket. "Shenzhen-Hong Kong Stock Connect" opened. Improve the measures to promote the development of foreign trade, set up 12 new cross-border electronic commerce comprehensive experimental zones, and gradually stabilize the import and export. Promote the reform and innovation achievements of pilot free trade zones such as Shanghai, and set up seven new pilot free trade zones. Except for a few areas where special access management measures are implemented, the establishment and change of foreign-funded enterprises will be changed from examination and approval to filing management. The actual use of foreign capital is more than 130 billion US dollars, which continues to rank first among developing countries.
The fourth is to strengthen innovation and lead, and new kinetic energy will grow rapidly. Further promote the "internet plus" campaign and the national big data strategy, fully implement "Made in China 2025", and implement and improve the "double innovation" policies and measures. Deploy and launch major scientific and technological innovation projects for 2030, support Beijing and Shanghai to build scientific and technological innovation centers with global influence, and set up six new national independent innovation demonstration zones. The ratio of R&D expenditure to GDP in the whole society reached 2.08%. The number of effective invention patents in China has exceeded 1 million, and the technology transaction volume has exceeded 1 trillion yuan. The contribution rate of scientific and technological progress rose to 56.2%, and the supporting role of innovation in development was significantly enhanced.
The fifth is to promote the coordinated development of urban and rural areas in the region, and accelerate the formation of new growth poles and growth zones. In-depth implementation of the "Belt and Road" construction, the coordinated development of Beijing-Tianjin-Hebei, and the development of the Yangtze River Economic Belt, and start the construction of a number of key projects. Formulate the "Thirteenth Five-Year Plan" for the development of the western region, implement a new round of northeast revitalization strategy, promote the rise of the central region, and support the eastern region to take the lead in development. Accelerate the new urbanization, deepen the reform of the household registration system, and fully implement the residence permit system, and another 16 million people have settled in cities. The synergistic superposition effect of development is constantly emerging.
Sixth, strengthen the construction of ecological civilization and make new progress in green development. Formulate and implement evaluation methods for the objectives of ecological civilization construction, and build a national ecological civilization experimental zone. Strengthening air pollution control, the emissions of sulfur dioxide and nitrogen oxides decreased by 5.6% and 4% respectively, and the average annual concentration of fine particulate matter (PM2.5) in 74 key cities decreased by 9.1%. Optimize the energy structure, increase the proportion of clean energy consumption by 1.7 percentage points, and decrease the proportion of coal consumption by 2 percentage points. Promote the prevention and control of water pollution and introduce an action plan for the prevention and control of soil pollution. Central environmental protection inspectors were carried out, and a number of cases of environmental violations were seriously investigated and dealt with, which promoted the in-depth development of environmental protection work.
Seventh, pay attention to safeguarding and improving people’s livelihood, and the people’s sense of gain is enhanced. With the increasing pressure on fiscal revenue and expenditure, people’s livelihood investment continues to increase. Introduce a new employment and entrepreneurship policy, and do a solid job in the employment of key groups and key areas. Comprehensively promote poverty alleviation, and the national financial special poverty alleviation fund has invested more than 100 billion yuan. We will raise the standards of subsistence allowances, special care and basic pensions for retirees, and provide living or nursing subsidies to more than 17 million people with difficulties and severe disabilities. The proportion of fiscal education expenditure to GDP continues to exceed 4%. The number of rural students enrolled by key universities in poverty-stricken areas increased by 21.3%. Exempt students from poor rural families from ordinary high school tuition and miscellaneous fees. In the whole year, more than 84 million students from poor families in various schools were funded. Integrate the basic medical insurance system for urban and rural residents and raise the standard of financial subsidies. Increase funds for basic public health services. Achieve full coverage of serious illness insurance, and the hospitalization expenses for medical treatment in different places in the province that meet the requirements can be directly settled. Strengthen grassroots public cultural services. With the implementation of the national fitness program, athletes have achieved great success in the Rio Olympic Games and Paralympics. Last year, severe floods and other disasters occurred in some areas, especially in the Yangtze River basin. Through timely and effective rescue and disaster relief, more than 9 million people were resettled and resettled, which minimized the disaster losses and carried out the restoration and reconstruction in an orderly manner.
Eighth, promote government construction and governance innovation, and maintain social harmony and stability. The State Council asked the National People’s Congress Standing Committee (NPCSC) to consider 13 bills and formulate 8 administrative regulations. Improve the mechanism of public decision-making to absorb public opinion, and seriously handle the suggestions of NPC deputies and CPPCC members. Promote the openness of government affairs, and comprehensively publish the list of powers and responsibilities of provincial government departments. Strengthen the accountability of supervision, organize the third the State Council inspection, conduct special inspection and third-party evaluation on the implementation of policies such as de-capacity and private investment, and severely investigate and deal with illegal new steel projects, production and sales of "strip steel" in some areas. Work safety was strengthened, and the total number of accidents and the number of serious accidents continued to decline. Strengthening the comprehensive management of social security and cracking down on illegal crimes according to law have effectively safeguarded national security and public safety.
Solidly carry out the study and education of "two studies and one work", conscientiously implement the spirit of the eight provisions of the CPC Central Committee, resolutely correct the "four winds" and strictly implement the State Council’s "Three Chapters of the Constitution". Punish a group of corrupt elements according to law, and the anti-corruption struggle has formed an overwhelming situation.
In the past year, the diplomacy of a big country with China characteristics was fruitful. The Chairman of the Supreme Leader and other state leaders have visited many countries and attended such major events as the APEC Leaders’ Informal Meeting, the Shanghai Cooperation Organization Summit, the BRICS Leaders’ Meeting, the Nuclear Security Summit, the series of high-level meetings of the General Assembly, the Asia-Europe Summit, and the series of East Asian Cooperation Leaders’ Meetings. Successfully held the first leaders’ meeting of Lancang-Mekong cooperation. Coordination and cooperation with major powers have been strengthened, comprehensive cooperation with neighboring countries has been continuously promoted, friendly cooperation with developing countries has been deepened, and ties with international organizations such as the United Nations have become closer. Actively promote the reform and improvement of the global governance system. Promote the entry into force of the Paris Agreement. Economic diplomacy and people-to-people exchanges have yielded fruitful results. Firmly safeguard national territorial sovereignty and maritime rights and interests. As a responsible big country, China has played a constructive role in international and regional affairs and made important contributions to world peace and development.

We are also soberly aware that there are still many difficulties and problems in economic and social development. The endogenous driving force of economic growth still needs to be strengthened, some industries have serious overcapacity, some enterprises have more difficulties in production and operation, regional economic trends are divided, fiscal revenue and expenditure are contradictory, and economic and financial risks cannot be ignored. The environmental pollution situation is still grim, especially in some areas where severe smog occurs frequently, and the control measures need to be further strengthened. The people are still dissatisfied with housing, education, medical care, old-age care, food and drug safety, income distribution and so on. Some major safety accidents have occurred in coal mines, construction, transportation and other fields, which is distressing. There are shortcomings in government work, some reform measures and policies are not implemented in place, and problems such as excessive fees charged by enterprises and difficulties for the masses to handle affairs are still outstanding. There are irregularities, injustices and uncivilized phenomena in administrative law enforcement, and a few cadres are lazy and shirk their duties, and corruption problems occur from time to time in some fields. We must face up to challenges, dare to take responsibility, go all out to do a good job in government work, do not disgrace the historical mission, and live up to the people’s trust.
Second, the overall deployment of work in 2017
The The 19th National Congress of the Communist Party of China will be held this year, which is of great significance in the development of the cause of the party and the country. To do a good job in government work, under the leadership of the CPC Central Committee with the Supreme Leader as the core, we should hold high the great banner of Socialism with Chinese characteristics, fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th Central Committee, and thoroughly implement the spirit of the series of important speeches by the General Secretary of the Supreme Leader and the new ideas, ideas and strategies for governing the country under the guidance of Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development. Coordinate and promote the overall layout of the "five in one" and the "four comprehensive" strategic layout, adhere to the general tone of striving for stability, firmly establish and implement new development concepts, adapt to the new normal of leading economic development, adhere to the policy thinking of improving the quality and efficiency of development as the center, adhere to the macro policy to be stable, the industrial policy to be accurate, the micro policy to be flexible, the reform policy to be realistic, and the social policy to support the bottom, and adhere to the main line of promoting supply-side structural reform. Comprehensive analysis of the situation at home and abroad, we should be fully prepared to deal with the more complicated and severe situation. The downturn of world economic growth is still continuing, the trend of "anti-globalization" and protectionism are on the rise, the policy direction and spillover effect of major economies are variable, and the unstable and uncertain factors are obviously increasing. China’s development is at a critical stage of climbing a hill and crossing a hurdle, and there are many prominent contradictions and problems in economic operation. Difficulties should not be underestimated and confidence unshakable. China has a solid material foundation, abundant human resources, huge market scale, complete industrial facilities, accelerated scientific and technological progress, relatively complete infrastructure, good supporting conditions for economic development, and many innovative means and policy reserves for macro-control. We firmly believe that with the strong leadership of the Party, adhering to the Party’s basic line, unswervingly taking the road of Socialism with Chinese characteristics, relying on the endless creativity of the people, working hard with one heart and one mind, China’s development will certainly create new glories.
The main expected goals of this year’s development are: GDP growth of about 6.5%, and strive for better results in practical work; Consumer prices rose by about 3%; More than 11 million new jobs have been created in cities and towns, and the registered unemployment rate in cities and towns is less than 4.5%; Imports and exports have stabilized and improved, and the international balance of payments has basically balanced; Residents’ income and economic growth are basically synchronized; The energy consumption per unit of GDP decreased by more than 3.4%, and the discharge of major pollutants continued to decline.
The expected target of economic growth this year conforms to economic laws and objective reality, is conducive to guiding and stabilizing expectations and adjusting the structure, and is also in line with the requirements of building a well-off society in an all-round way. The important purpose of steady growth is to protect employment and benefit people’s livelihood. The employment pressure is increasing this year, so we should adhere to the employment priority strategy and implement a more active employment policy. The expected target of new employment in cities and towns is 1 million more than last year, which highlights the orientation of paying more attention to employment. From the perspective of economic fundamentals and employment absorption capacity, this goal can be achieved through hard work.
This year, we should continue to implement a proactive fiscal policy and a prudent monetary policy, strengthen directional control and camera control on the basis of interval control, improve predictability, accuracy and effectiveness, and pay attention to the coordination of policies such as consumption, investment, region, industry and environmental protection to ensure the economic operation in a reasonable range.
Fiscal policy should be more active and effective. This year, deficit ratio plans to arrange according to 3%, with a fiscal deficit of 2.38 trillion yuan, an increase of 200 billion yuan over last year. Among them, the central fiscal deficit is 1.55 trillion yuan, and the local fiscal deficit is 830 billion yuan. We will arrange 800 billion yuan of local special bonds and continue to issue local government replacement bonds. Deficit ratio will remain unchanged this year, mainly for the purpose of further reducing taxes and fees. In the whole year, the tax burden of enterprises will be reduced by about 350 billion yuan, and the fees related to enterprises will be reduced by about 200 billion yuan, so that market players must have a personal feeling. The budget arrangement should highlight key points, maintain pressure, and increase efforts to make up for shortcomings and benefit people’s livelihood. The scale of local general transfer payments increased by 9.5%, with emphasis on balanced transfer payments and financial subsidies in difficult areas. Reduce non-key expenditures and reduce budget arrangements for projects with low performance. Governments at all levels should persist in living a tight life, and the central departments should take the lead in reducing general expenditures by no less than 5%. It is absolutely not allowed to increase the funds for the "three publics", squeeze out more funds for tax reduction and fee reduction, and stick to the right path of saving money and enriching the people.
Monetary policy should remain stable and neutral. The balance of broad money M2 and social financing scale is expected to increase by about 12% this year. It is necessary to comprehensively use monetary policy tools to maintain the basic stability of liquidity, reasonably guide the level of market interest rates, dredge the transmission mechanism, and promote more financial resources to flow to the real economy, especially to support the "three rural issues" and small and micro enterprises. Adhere to the direction of exchange rate marketization reform and maintain the stable position of RMB in the global monetary system.
To do a good job in government work this year, we must grasp the following points. First, implement the general tone of steady progress and maintain strategic strength. Stability is the overall situation. We should focus on stabilizing growth, ensuring employment and preventing risks, and keep the bottom line in financial security, people’s livelihood security and environmental protection to ensure the overall economic and social stability. On the premise of stability, we should be brave in making progress, deepen reform, speed up structural adjustment, dare to gnaw at "hard bones" and strive to make new progress in key areas. Second, adhere to the main line of promoting supply-side structural reform. We must take improving the supply-side structure as the main direction, and continue to stimulate the vitality of micro-subjects, reduce ineffective and inefficient supply, expand effective supply, and better adapt to and guide demand by simplifying administration and reducing taxes, relaxing access, and encouraging innovation. This is a process of transformation and upgrading from pupa to butterfly, which is full of hope and accompanied by pain, which is both urgent and arduous. We must go forward and resolutely break through this barrier. The third is to moderately expand the total demand and improve its effectiveness. China’s domestic demand has great potential, and it is both necessary and possible to expand domestic demand. The key is to find the right point of force. It is necessary to expand consumption around improving people’s livelihood, increase investment by focusing on making up shortcomings and increasing stamina, so as to make expanding domestic demand more effective and sustainable, and make supply-side reform and demand-side management complement each other. Fourth, relying on innovation to promote the transformation of old and new kinetic energy and structural optimization and upgrading. China has developed to this stage, and there is no way out without reform and innovation. We have the largest number and high quality labor force in the world, and the largest team of scientific and technical and professional talents, which contains great innovation potential.We must persist in taking reform and opening up as the driving force and human resources as the support, accelerate innovation and development, cultivate and expand new kinetic energy, transform and upgrade traditional kinetic energy, improve total factor productivity, and promote the economy to maintain medium-and high-speed growth and the industry to move towards the middle and high-end level. The fifth is to focus on solving outstanding problems that the people are generally concerned about. All the work of the government is for the people. We should practice the people-centered development thought and grasp the basic national conditions of our country in the primary stage of socialism. Problems that are strongly reflected and urgently expected by the masses should be solved if conditions permit, and good things should be done well; If it is difficult to solve at the moment, we should strive to create conditions to solve it step by step. We must insist that Castle Peak will not relax, persevere in doing practical things and solving difficult problems for the masses, promote social fairness and justice, and embody the hard truth of development more in enhancing people’s well-being.
Iii. Key tasks in 2017
In the face of the arduous and arduous task of reform, development and stability this year, we should look at the overall situation, make overall plans, highlight key points, grasp the key points, correctly handle all aspects of relations, and focus on the following aspects.
(1) Deepen the "three to one, one reduction and one supplement" by means of reform. On the basis of consolidating the achievements, we should improve policies and measures in light of new situations and new problems and strive to achieve greater results.
Solid and effective capacity reduction. This year, we will reduce the steel production capacity by about 50 million tons and withdraw from the coal production capacity by more than 150 million tons.
