Differential diagnosis and control of Newcastle disease and avian influenza in chickens

Third, the autopsy changes
1. Newcastle disease: (1) Papillary hemorrhage of glandular gastric mucosa; (2) Duodenal ulcer, small intestinal mucosa with round or jujube necrotic ulcer focus, cloaca congestion and bleeding; (3) Cecal tonsil ulcer.
2. Chicken avian influenza: (1) gray-white necrosis of myocardium; (2) The pancreas has gray necrotic spots; (3) The digestive tract has pathological changes similar to Newcastle disease, especially the swelling and bleeding of adenogastric papillae.But unlike Newcastle disease, there is no ulcer in duodenum and cecum tonsil. (4) The mature follicles of laying hens are congested and bleeding, and there are common specific lesions such as oozing or rupture of yolk, follicular hematoma and deformation in abdominal cavity.
Fourth, differential diagnosis
According to the epidemic situation, clinical symptoms and autopsy changes, a preliminary differential diagnosis was obtained. V. Prevention and control measures
1. Put an end to pathogens invading chickens and strictly implement the disinfection system. According to the full list standard, all units have publicly released the corresponding information of the full list item by item in a timely manner in the columns such as "Institutional Information" on the homepage of the district government website and "Implementation of the Work of Grass-roots Departments" on the open channel of government affairs, and on platforms such as new government media, and implemented dynamic control and real-time update.

I. Work Review in 2016

In the past year, China’s development faced severe challenges from the superposition of many contradictions at home and abroad and the intersection of risks and hidden dangers. Under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, people of all ethnic groups across the country have faced up to difficulties and pushed forward with perseverance to promote sustained and healthy economic and social development. The Sixth Plenary Session of the 18th CPC Central Committee formally defined the core position of the Supreme Leader General Secretary, which embodies the fundamental interests of the Party and the people and is of great and far-reaching significance for ensuring the prosperity and long-term stability of the Party and the country. All regions and departments have continuously enhanced their political awareness, overall awareness, core awareness and sense of conformity, made new and important progress in building a well-off society in an all-round way, made major steps in comprehensively deepening reforms, thoroughly implemented the rule of law in an all-round way, and comprehensively and strictly advanced the party. -Accelerating the adjustment of the economic structure. Consumption plays a major role in economic growth. The added value of service industry accounted for 51.6% of GDP. High-tech industries and equipment manufacturing industries grew rapidly. Agriculture is stable and optimized, and grain is harvested again.

-the development of new kinetic energy has been continuously enhanced. The innovation-driven development strategy was implemented in depth. A number of major international leading achievements have been made in the field of science and technology. Emerging industries are booming and traditional industries are accelerating transformation and upgrading. Mass entrepreneurship and innovation have been widely carried out. The number of newly registered enterprises increased by 24.5% in the whole year, with an average of 15,000 new households added every day. Together with individual industrial and commercial households, various market entities added 45,000 new households every day. New kinetic energy is supporting the development of a new world.

-Infrastructure support capacity continued to improve. The new high-speed railway has been put into operation for more than 1,900 kilometers, and more than 6,700 kilometers of expressways and 290,000 kilometers of rural roads have been newly built and rebuilt. The construction of urban rail transit and underground utility tunnel was accelerated. 21 major water conservancy projects were newly started. 340 million fourth-generation mobile communication users and more than 5.5 million kilometers of optical cable lines were added.

-People’s lives continued to improve. The per capita disposable income of the national residents actually increased by 6.3%. The number of poor people in rural areas decreased by 12.4 million, and the number of people who moved to help the poor ex situ exceeded 2.4 million. More than 6 million sets of shanty towns have been renovated, and more than 3.8 million rural dilapidated houses have been renovated. Domestic tourism has grown rapidly, with more than 120 million outbound tourists, and the living standards of urban and rural residents have improved.

China successfully hosted the G-20 Summit in Hangzhou, which promoted a series of groundbreaking, leading and institutional achievements and left a deep China mark on global economic governance.

Looking back on the past year, the road we have traveled is very unusual. We are faced with the external environment with the lowest growth rate of world economy and trade in seven years, intensified fluctuations in international financial markets, and frequent regional and global challenges. We are faced with multiple difficulties such as prominent domestic structural problems, hidden risks and increasing downward pressure on the economy. We are faced with a complex situation in which reform has entered a critical period, interest relations have been profoundly adjusted, and factors affecting social stability have increased. In this case, it is not easy for the economy to stabilize, and it is even more difficult to see many changes for the better. This shows once again that the people of China have the courage, wisdom and ability to overcome any difficulties and obstacles, China’s economy has potential, resilience and advantages, and China’s development prospects will certainly be better.

Over the past year, we have mainly done the following work.

First, continue to innovate and strengthen macro-control, and keep the economic operation within a reasonable range. Last year, macro-control faced a difficult choice. We insisted on not engaging in "flood irrigation" strong stimulus, but relying on reform and innovation to stabilize growth, adjust structure and prevent risks. On the basis of interval control, we strengthened directional control and camera control. The proactive fiscal policy was intensified, and the increased fiscal deficit was mainly used for tax reduction and fee reduction. We will comprehensively push forward the pilot reform of the camp, reducing the corporate tax burden by more than 570 billion yuan throughout the year, and all industries will only reduce the tax burden. Formulate and implement a transition plan for the division of value-added tax revenue between the central and local governments to ensure that the existing financial resources of local governments remain unchanged. We will expand the stock of local governments in bond swap and reduce the interest burden by about 400 billion yuan. The prudent monetary policy was flexible and moderate, and the broad money M2 increased by 11.3%, which was lower than the expected target of around 13%. Comprehensive use of a variety of monetary policy tools to support the development of the real economy. Implement measures to promote consumption upgrading. Policies such as encouraging private investment have been introduced, and investment has stabilized. Regulate the real estate market by classification. Strengthen the prevention and control of financial risks, further improve the RMB exchange rate formation mechanism, maintain basic stability at a reasonable and balanced level, and safeguard national economic and financial security.

The second is to focus on "three to one, one reduction and one supplement" and improve the supply structure. Focus on the steel and coal industries to reduce production capacity. In the whole year, the steel production capacity exceeded 65 million tons and the coal production capacity exceeded 290 million tons, exceeding the annual target and tasks, and the diverted workers were better placed. Support migrant workers to buy houses in cities and towns, increase the proportion of monetized resettlement for shed reform, and achieve positive results in real estate destocking. Promote enterprise merger and reorganization, develop direct financing, and implement market-oriented legal debt-to-equity swaps, and the asset-liability ratio of industrial enterprises has declined. Focus on promoting enterprises to reduce costs, introduce measures such as reducing taxes and fees, reducing the proportion of "five insurances and one gold" payment, and transferring electricity prices. Intensify efforts to make up for shortcomings and handle a number of major events that are urgently needed and beneficial to the long term.

Third, vigorously deepen reform and opening up, and further enhance the vitality of development. Deepen reform in an all-round way and launch a number of landmark and pillar reform measures. Focusing on handling the relationship between the government and the market, the core issue of economic system reform, we will continue to promote the reform of decentralization, the combination of decentralization and management, and the optimization of services. On the basis of completing the goal of reducing administrative examination and approval items by one third in advance, last year, 165 examination and approval items implemented by the State Council departments and their designated places were cancelled, and 192 examination and approval intermediary services and 220 professional qualification licensing items were cleared and standardized. Deepen the reform of the commercial system. Fully implement "double randomness and one openness", enhance the effectiveness of post-event supervision, and promote "Internet+government services". Promote the adjustment and reorganization of state-owned enterprises and the reform of mixed ownership. Establish a fair competition review system. Deepen the reform of resource tax. Improve the method of "separation of powers" in rural land and establish a poverty exit mechanism. Promote the reform of science and technology management system, expand the autonomy of universities and research institutes, and introduce distribution policies oriented to increasing knowledge value. Liberalize the aged care service market. Expand the pilot of comprehensive reform of public hospitals and deepen the reform of the examination and approval system for drugs and medical devices. We will formulate a unified registration method for natural resources, carry out pilot projects such as vertical management of monitoring, supervision and law enforcement by environmental protection agencies below the provincial level, and fallow reform of cultivated land rotation, fully implement the river length system, and improve the compensation mechanism for ecological protection. Reform has added new impetus to economic and social development.

Actively expand opening up. Promote the construction of the "Belt and Road" and strengthen strategic docking and pragmatic cooperation with countries along the route. The RMB has been formally incorporated into the IMF’s SDR currency basket. "Shenzhen-Hong Kong Stock Connect" opened. Improve the measures to promote the development of foreign trade, set up 12 new cross-border electronic commerce comprehensive experimental zones, and gradually stabilize the import and export. Promote the reform and innovation achievements of pilot free trade zones such as Shanghai, and set up seven new pilot free trade zones. Except for a few areas where special access management measures are implemented, the establishment and change of foreign-funded enterprises will be changed from examination and approval to filing management. The actual use of foreign capital is more than 130 billion US dollars, which continues to rank first among developing countries.

The fourth is to strengthen innovation and lead, and new kinetic energy will grow rapidly. Further promote the "internet plus" campaign and the national big data strategy, fully implement "Made in China 2025", and implement and improve the "double innovation" policies and measures. Deploy and launch major scientific and technological innovation projects for 2030, support Beijing and Shanghai to build scientific and technological innovation centers with global influence, and set up six new national independent innovation demonstration zones. The ratio of R&D expenditure to GDP in the whole society reached 2.08%. The number of effective invention patents in China has exceeded 1 million, and the technology transaction volume has exceeded 1 trillion yuan. The contribution rate of scientific and technological progress rose to 56.2%, and the supporting role of innovation in development was significantly enhanced.

The fifth is to promote the coordinated development of urban and rural areas in the region, and accelerate the formation of new growth poles and growth zones. In-depth implementation of the "Belt and Road" construction, the coordinated development of Beijing-Tianjin-Hebei, and the development of the Yangtze River Economic Belt, and start the construction of a number of key projects. Comprehensively promote poverty alleviation, and the national financial special poverty alleviation fund has invested more than 100 billion yuan. We will raise the standards of subsistence allowances, special care and basic pensions for retirees, and provide living or nursing subsidies to more than 17 million people with difficulties and severe disabilities. The proportion of fiscal education expenditure to GDP continues to exceed 4%. The number of rural students enrolled by key universities in poverty-stricken areas increased by 21.3%. Exempt students from poor rural families from ordinary high school tuition and miscellaneous fees. In the whole year, more than 84 million students from poor families in various schools were funded. Eighth, promote government construction and governance innovation, and maintain social harmony and stability. The State Council asked the National People’s Congress Standing Committee (NPCSC) to consider 13 bills and formulate 8 administrative regulations. Improve the mechanism of public decision-making to absorb public opinion, and seriously handle the suggestions of NPC deputies and CPPCC members. Fiscal policy should be more active and effective. This year, deficit ratio plans to arrange according to 3%, with a fiscal deficit of 2.38 trillion yuan, an increase of 200 billion yuan over last year. Among them, the central fiscal deficit is 1.55 trillion yuan, and the local fiscal deficit is 830 billion yuan. Stability is the overall situation. We should focus on stabilizing growth, ensuring employment and preventing risks, and keep the bottom line in financial security, people’s livelihood security and environmental protection to ensure the overall economic and social stability. Second, adhere to the main line of promoting supply-side structural reform. We must take improving the supply-side structure as the main direction, and continue to stimulate the vitality of micro-subjects, reduce ineffective and inefficient supply, expand effective supply, and better adapt to and guide demand by simplifying administration and reducing taxes, relaxing access, and encouraging innovation. To go to production capacity, employees must be properly placed, the central government’s special bonus funds should be allocated in time, and localities and enterprises should implement relevant funds and measures to ensure that the diverted employees have a way out of employment and a guaranteed life.

Go to stock because of the city’s policy. At present, there are still a lot of real estate stocks in third-and fourth-tier cities, so it is necessary to support the demand of residents living in their own homes and people entering the city to buy houses. Adhere to the residential property of housing, implement the main responsibility of local governments, speed up the establishment and improvement of a long-term mechanism to promote the stable and healthy development of the real estate market, improve the housing system with both purchase and rent, meet multi-level needs with the market as the mainstay, and provide basic protection with the government as the mainstay. Strengthen the classified regulation of the real estate market. Cities with high pressure of rising housing prices should reasonably increase residential land, standardize development, sales and intermediary activities, and curb the excessive rise of housing prices in hot cities. At present, there are still tens of millions of people living in shanty towns with poor conditions, which should be continuously transformed. This year, we will complete the renovation of 6 million housing units in shanty towns, continue to develop affordable housing such as public rental housing, increase the proportion of monetized resettlement in various ways according to local conditions, strengthen the construction of supporting facilities and public services, let more families with housing difficulties bid farewell to shanty towns, and let the broad masses create a new life in the middle of living.

Actively and steadily deleverage. The leverage ratio of non-financial enterprises in China is high, which is related to the financing structure with high savings rate and credit as the main factor. Under the premise of controlling the total leverage ratio, reducing the leverage ratio of enterprises should be the top priority. Promote enterprises to revitalize existing assets, promote asset securitization, support market-oriented legal debt-to-equity swaps, develop multi-level capital markets, increase equity financing, strengthen financial leverage constraints of enterprises, especially state-owned enterprises, and gradually reduce corporate liabilities to a reasonable level.

Take measures to reduce costs. Expand the scope of income tax concessions for small and micro enterprises, and increase the upper limit of annual taxable income from 300,000 yuan to 500,000 yuan; The deduction ratio of R&D expenses of small and medium-sized scientific and technological enterprises will be increased from 50% to 75%, and every effort will be made to further show the strength and effect of structural tax reduction. Many enterprises are overwhelmed by various charges, and the non-tax burden should be greatly reduced. First, comprehensively clean up and standardize government funds, cancel funds such as urban public utilities surcharges, and authorize local governments to independently reduce or exempt some funds. Second, cancel or stop collecting 35 administrative fees charged by the central government for enterprises, reduce the fees by more than half, and reduce the fees for retained projects as much as possible. All localities should also cut administrative fees related to enterprises. The third is to reduce the business charges related to enterprises set by the government, clean up and cancel the illegal charges of administrative examination and approval intermediary services, promote the reduction of business charges related to enterprises in the fields of finance and railway freight transportation, and strengthen the supervision of market-regulated business service charges. Fourth, continue to appropriately reduce the proportion of contributions related to "five insurances and one gold". Fifth, through deepening reform and improving policies, we will reduce the institutional transaction costs of enterprises and reduce the costs of energy use and logistics. All relevant departments and units should give consideration to small interests, make enterprises go into battle lightly, and create conditions to form new competitive advantages in China.

In view of the outstanding problems that seriously restrict economic and social development and the improvement of people’s livelihood, combined with the implementation of major projects identified in the 13 th Five-Year Plan, we should intensify efforts to make up for shortcomings and accelerate the improvement of supporting capabilities such as public services, infrastructure, innovation and development, resources and environment.

Poverty-stricken areas and poor people are the biggest shortcomings in building a well-off society in an all-round way. It is necessary to carry out accurate poverty alleviation in depth, reduce the number of rural poor by more than 10 million this year, and complete the ex situ poverty alleviation and relocation of 3.4 million people. The central government’s special poverty alleviation funds increased by more than 30%. Strengthen the development of concentrated contiguous poverty-stricken areas, old revolutionary base areas, frontier areas and ethnic minority areas, improve infrastructure and public services, promote the development of characteristic industries, export of labor services, education and health poverty alleviation, do a good job in helping people who are poor and return to poverty due to illness, implement the overall upgrading project of poor villages, and enhance the self-development ability of poor areas and poor people. Encourage large and medium-sized commercial banks to set up inclusive finance business department, and large state-owned banks should take the lead in doing so, and implement differentiated assessment methods and support policies to effectively alleviate the financing difficulties and expensive problems of small and medium-sized enterprises. Give full play to the role of policy development finance. Promote the reform of rural credit cooperatives and strengthen the function of serving agriculture, countryside and farmers. Deepen the reform of the multi-level capital market, improve the basic system of the main board market, actively develop the Growth Enterprise Market and the New Third Board, and standardize the development of the regional equity market. Broaden the channels for insurance funds to support the real economy. Vigorously develop green finance. Promote the healthy development of the financial leasing industry. At present, systemic risks are generally controllable, but we should be highly vigilant against accumulated risks such as non-performing assets, bond default, shadow banking and internet finance. Actively and steadily promote the reform of the financial supervision system, orderly resolve and dispose of outstanding risk points, rectify and standardize the financial order, and build a "firewall" for financial risks. China’s economic fundamentals are good, the capital adequacy ratio and provision coverage ratio of commercial banks are relatively high, and there are many tools and means available. Deepen the reform of state-owned assets of state-owned enterprises. According to the information from the Department of Human Resources and Social Security of Anhui Province, our province officially launched the one-time job-seeking subsidy for the graduates of difficult colleges in 2025 (including the graduates of secondary vocational schools and technical colleges, the same below), which was paid at a rate of 1,500 yuan/person to ease the pressure on graduates’ job-seeking and entrepreneurial expenses.

 

According to the Notice on Doing a Good Job-seeking Subsidy for Difficult Graduates in 2025 (hereinafter referred to as the Notice) jointly issued by the Department of Human Resources and Social Security of Anhui Province and the Department of Education of Anhui Province, the subsidy targets are low-income families, zero-employment families, poverty-stricken families, families monitored to prevent poverty, families of fishermen who have retreated from key waters in the Yangtze River basin and poor people, 2025 college graduates in Anhui Province who are disabled or who have obtained national student loans. The subsidy standard is a one-time payment of 1,500 yuan/person, which is mainly used to subsidize the related expenses of graduates in the process of job hunting and entrepreneurship, and to alleviate the pressure on graduates’ job hunting and entrepreneurship expenses.

 

The distribution method is based on the combination of centralized distribution and normalized distribution, online application and offline application. The centralized application is distributed from October 10, 2024 to December 31, 2024, and the normalized application is distributed from January 1, 2025 to July 31, 2025.

 

Online voluntary applications are divided into centralized applications (from October 10th to November 20th, 2024) and normalized applications (from January 1st, 2025 to June 30th, 2025). Graduates who meet the subsidy application conditions can go through Alipay City Service "Sunshine Employment" column, WeChat applet "Sunshine Employment", "Anhui Sunshine Employment Online Service Hall" (website: http://ygjy.ah.gov.cn/) and "Anhui Government Service Network" (website: https://www.ahzwww.gov.cn/).

 

The centralized verification and audit time of the system is from October 10th to November 21st, 2024. In order to reduce the provision of relevant certification materials by graduates and improve work efficiency, six departments, including the Provincial Department of Human Resources and Social Security, will use the information system to centrally review and verify the application information submitted by graduates through the inter-departmental information sharing mechanism, and inform graduates of the review results of the application information submitted in time through SMS prompts.

 

The centralized check and audit time for manual check and audit is from October 10th to November 30th, 2024. If the automatic verification of the information system fails and the applicant thinks that he meets the application conditions, the applicant can download and fill in the paper application form through the system, and bring relevant supporting materials, and submit it to the affiliated institution for manual preliminary verification. If the manual verification passes, the affiliated institution will affix its official seal and submit it to the local human resources and social security department.

 

Local human resources, social security and financial departments will fully distribute the subsidy funds to the graduates’ social security card financial account or the bank card provided by the graduates before December 28, 2024 through the way of "paying by banks and directly subsidizing people" while ensuring the safety of funds.

 

The normalized distribution time is from January 1, 2025 to July 31, 2025. Difficult graduates who meet the application conditions but do not apply for subsidies at the centralized distribution time can apply for information online from January 1, 2025 to June 30, 2025. The human resources and social security department should complete the review, publicity and distribution of one-time job-seeking subsidies before the end of the next month when graduates apply for information. If the online verification fails, it shall be handled with reference to the manual verification process.

 

The "Notice" makes it clear that each graduate has only one chance to get a job-seeking subsidy during his or her school years, and students who have applied for subsidies are not allowed to declare again.
